Q11 is a BC309, PNP. It could be laziness on the schematic front, I've done that before on PCBs when you can be bothered creating a new component if the footprint is the same. The schematic does say BC309 too.
Q13 too - has this been fixed? I don't recall seeing this on the original.

Composite contrast issue fixed with wire between west leg of Q11 and north side of C87. Broken track around C85. 0V at modulator case now.

Thank you to all who helped especially 1024MAK and vanekp as the pictures really helped confirm it.

UHF unknown as I disconnected it. I might try and solder that up just to see if i now get a signal.

RGB will test later to see if it remains synced without pressing the teletext overlay button on the remote.
EDIT: RGB unchanged suspecting the television needs the appropriate voltage for it to remain in rgb mode. I can live with switching into teletext overlay for the moment.

yes Q11 and Q13 are BC309 PNP transistors but they are drawn the wrong way in the circuit diagram it should look like this: -

And good to hear you got it working again I guess there must be a dry joint or broken track on the underside of the modulator module and the track, odd that it only gets 0v via that small track, maybe it was done to prevent noise getting into the video signal.
