Mainly looks ok, No need to Format, Initialise should be enough. I probably wouldn't use Verify (not until I was happy the card would work)
I haven't had much luck with Transend devices, and Acorn IDE interfaces are very picky about the cards they work with.
Have you got any other CF cards you can try?

I do have 2 more cards, both S4GB SanDisk - which I assume will not work?

Did you mean 4GB? It's worth a shot. My preferred CF for RISC OS 3.1 machines and ADFS is a 512MB Transcend. 512MB "blue" SanDIsc cards also work fine but have proven slower in use (surprisingly!).
I use 4GB "CloudDisc" cards on machines that I can run Wizzo on (A4, A30x0) - complete reliability in my experience.

There are quite a few default settings when performing the format:
Sectors per track: 63
Heads: 16
Cylinders: 1006
Drive parameter init flag: 1
Drive lba flag: 1
Parking cylinder: 1005
No more changes to defect list
Large file allocation unit: 1024
Could some of these settings be incorrect for the card?

Well well -- this is great. I'd always been meaning to look in to why HForm 2.19 craps itself when presented with large drives, but never got to it. This HForm 2.48 does run on RISC OS 3.1 and does cope with finding huge disks connected. I've been able to successfully format and use an old 60GB SATA SSD (!) with a £3 eBay-source IDE to SATA adaptor in an A4000. Fantastic. Ridiculous, but fantastic. Thanks again IanS.

That sounds like you need to patch ADFS
You folk might want to keep an eye on my Partition Manager threads on ROOL and JASPP as it will replace HForm.
It's in early development, although I aim to start implementing full disc FileCore formatting soon.

I don't know if it's appropriate to post a message here but I have the same problem as the original poster. As a result of receiving the 23 error, I decided to try Partition Manager. However, I can't seem to get past this point despite initializing and formating the drive:
